The National Association of Head Teachers has written to Education Secretary Gillian Shephard criticising local education authorities for overturning "too many" school decisions to exclude pupils.

NAHT general secretary David Hart said: "The fact remains that to order re-admission of the pupils to the school undermines the authority of the head and staff, makes unacceptable behaviour look acceptable and leads to a diminution of respect for staff among the most disaffected of the pupils. "

The union also attacked the lack of grant support for in-service training of nursery and sixth-form teachers.
