A high percentage of FE colleges which take those pupils rejected by league conscious secondary schools are deemed to be failing.

This from the sector that stuffed its governing bodies full of local business people with, in many cases, little knowledge or understanding of education; that shredded morale by putting thousands of new lecturers on temporary contracts; that paid lecturers well below the rate for teachers, leading to an exodus of the most experienced staff to schools and sixth-form colleges. Quelle surprise.
