THE APPOINTMENT of a chief executive heralds the entrance of the General Teaching Council, facing sceptism over its functions, its authority and independence.

It also risks being up-staged by the new College of Teachers whose advantage over the GTC is its genuine independence. Its purpose is to raise the status of teachers and thereby improve morale; to support teachers in their continuing development and to address generic issues affecting education.
