Should weak teachers face the firing squad?

Most teachers who leave schools while on a capability procedure end up at other schools with a tax-free pay-off in their pockets, while the General Teaching Council for England never even gets to hear about them.

The ability of headteachers to use such procedures as a way of getting rid of any teacher they please, regardless of ability, must be tackled before there can be any hope of tightening up this corrupt system.
