LEAGUE tables for social services departments have uncovered three councils - Bury, North Lincolnshire, and Southend - that have inspected only half of the children's homes they were expected to visit in the past year.

And 17 councils have been placed on special measures because of failings in care for the elderly, disabled people and children.
