A unique link between voluntary and local authority sectors could see a school for special needs run jointly by Capability Scotland and Edinburgh City Council. The schol, for the 3-18 age-group is envisaged as a high-tech replacement for Westerlea School, run by the voluntary organisation, and the council's Oaklands School.
