Strategy chief moves to top

David Normington is to be the Department for Education and Employment's new director general for schools.

He will succeed Peter Owen - who is moving on to a special project - in the spring. Mr Normington is currently the head of strategy, international relations and analytical services in the department. Before that he was director of personnel and played a central role in the merger of the old departments of employment and education.
