On target to curb freedom to teach

So the Centre for Policy Studies (CPS) supports the Tory policy of freeing teachers to teach. Would this be the same CPS which was set up by the Tories as a "think" tank and whose advice they used when in government to support the policies which created the "tight, centralised and target-driven control of the education system" with its "burden of paperwork" and removed teachers' freedom to teach in the first place?

The silly season has started early, it seems.
