Directors of education from the 12 successor authorities to Strathclyde have been meeting to divide up the spoils. Greatest interest was shown in the seat of power, the chair where Frank Pignatelli, the director, has rested his bottom.

John Mulgrew, of East Ayrshire, one of Pignatelli's long-serving deputes, is to bear it off from Dalian House, but not until March 31. After all, Big Frank still has a region to run.
