Council leaders have come out against "explicit assessment of performance" in appraising teachers. Staff needs should be identified as a whole in relation to a school's development plan, Cosla suggests.
The National Co-ordinating Committee for the Staff Development of Teachers, which is conducting a review on behalf of the Government, has been told: "It is unlikely that appraisals will be consistently carried out in a rigorous manner from the outset. Given the scale and resourcing of the exercise, almost inevitably some appraisal reports will give misleadingly positive assessments of performance."
Cosla is concerned reports could be used as a defence if a teacher's competence was questioned.
