West Lothian's education service has taken top prize for excellence in local government in the annual awards run by the Convention of Scottish Local Authorities. It took the prize for its development, with the local social inclusion partnership, of "The Works", a computer programme to help leavers find employment. South Lanarkshire won an award in the lifelong learning category, for its training programme for childcare staff.
