Ed Balls' cunning plan for federating schools is his wackiest yet. Has he learnt nothing from Waterloo Road School? Its merger with John Fosters resulted in the head's authority being undermined by a megalomaniac, the French teacher having a lesbian relationship with her head of department, and a staff revolt. Is this really what the Schools Secretary has in mind?
