We understand that John Elvidge, the very model civil servant who heads the Scottish Executive Education Department, gave a right wigging last week to those responsible for leaking the high-leve discussions on Higher Still. We, of course, totally condemn such behaviour and are right behind Elvidge's attempt to plug such leaks from what is now known as the "Welsh group".
