Wise women will stay off-site

Once again we hear (see story above) that lots of people die in the construction industry - at a rate of 70 a year, according to the latest figures. And yet we are expected to think that a great injustice is done towards women and the ethnic minorities because not enough of them work on building sites. Can anyone explain this?
