Words and deeds mismatched

I THOUGHT you might be interested in the following question I have set our postgraduate certificate in education students.

"The Government says it is committed to inclusiveness and widening participation in further education. Examine the details of the chairs of the new learning and skills councils published on paes 36 and 37 of TES FE Focus on September 29. Is there a dissonance between government policy rhetoric and government policy action? Discuss any implications."

I wondered if some of your readers might want to have a go at it.
