Colleges are faced with a “deadly cocktail” of too many short-term initiatives and too many targets, according to Ray Harris, principal of Edinburgh’s Telford College. These act as a barrier against long-term measures which would plug skills gaps and support those who are economically excluded, he told a conference last week.
