Elspeth Insch and Steven Grainger believe their success has been built on a firm foundation - the one set up in 1552 to support the seven King Edward VI schools in Birmingham. The foundation has been cited by ministers as a model for their controversial trust schools. Ms Insch, head of the King Edward VI Handsworth school, says she values being able to work closely with other heads. For Mr Grainger, secretary to the governors of the foundation, the perks are stability and support.
The words ‘trust schools’ do not appear in the Bill out this week. Ruth Kelly, the Education Secretary, hopes she has offered enough to secure sceptical backbenchers’ support on March 15 but faces an anxious two weeks.
