WELSH education authorities have mostly been successful in helping to raise standards of numeracy in primary schools, reports Estyn, the Welsh inspectorate. But they are poor at evaluating their own work and identifying the next steps to take. They have yet to make much impact on numeracy in secondary scools. The most effective initiatives are those involving targeted help for schools most in need of support and which include LEA advisory staff giving model lessons that teachers can observe and discuss, says Estyn. Its report is based on inspections of 11 out of the 22 Welsh authorities.
