The man behind the Welsh assembly’s decision to abolish national tests has warned the reforms will fail, unless there is more investment in training for teachers in the principality.

Richard Daugherty who led the review group which proposed scrapping tests for 11 and 14-year-olds said teachers needed time and training to develop to develop their assessment skills. The key challenge was whether the assembly, local authorities and schools provided enough funding for that training, he said.
