Graham Donaldson will tell directors in his speech that the inspectorate is not a barrier to making the curriculum more flexible.

“There is a lot of mythology out there about this,” Mr Donaldson said. “The role of inspection is simply to ensure that any changes are well grounded, well planned and well explained, and have clear educational gains.”
