Who committed the crime?

I am a great believer in the power of unwitting testimony. You recently reported an Ofqual spokesman as saying "we have looked forensically at how the new English GCSEs worked" (" 'An absolute disgrace' : schools heap blame on Gove for grading fiasco", 9 November). Forensically? According to my dictionary "forensic" is "used in courts of law in relation to crime detection". So Ofqual claims to have detected that a crime has been committed. But by whom? By Ofqual itself?
