RICHARD LEWIN has been appointed to the new post of head of strategy and resources for lifelong learning at Waltham Forest council in east London. Mr Lewin has been with Bexley council in south-east London since 1989, where he is assistant director in charge of schools, sports and recreation. But he started his career as a senior management services officer at Waltham Forest council.

ANNA SOUTHALL is to be the next chief executive of Resource, the council for museums, archives and libraries. Ms Southall, who takes up her post in September, is currently director of National Museums and Galleries of Wales, where she has led the “Free For All” admissions campaign. A former supply teacher with the Inner London Education Authority and for many years a senior conservator at the Tate Gallery, she also chairs the Barrow Cadbury Trust.

SUE OWEN is the new director of the Early Childhood Unit at the National Children’s Bureau. The unit is the body that runs the Early Childhood Forum, a policy-making coalition of more than 40 interest groups and professional and voluntary organisations. Ms Owen has returned to the unit, where she was previously principal officer, after spending a year as deputy director of the Early Years National Training Organisation. At the unit, she will take forward government-funded research on consulting children.
