David Whitbread, education officer at the Association of County Councils, is to be the Local Government Association’s head of education.

He won a two-way contest between himself and Alan Parker, his opposite number at the Association of Metropolitan Authorities.

He will be one of five heads of service policy for the LGA, which unites the ACC, AMA and the Association of District Councils. The LGA will be born next April.
