Bad behaviour was more likely to be learned outside the classroom, said Mr Woodhead as he urged schools to keep up the moral battle.
"The best schools struggle to outdo the influence of peer pressure and the teenage culture created by the pop andfashion industries. But struggle they must."
Mr Woodhead said schools needed clearly stated values.
"While the teaching of moral standards in schools is not an end in itself, it is a necessary prerequisite for a stable and harmonious community where all can work and achieve to their highest potential," he said in today's education issue of The Church Times.
