Exam insecurity

Why all the fuss about the head who altered responses on national curriculum test papers? What about the hundreds of teachers who go through the papers in detail and mark sample scripts before the examinations?

Most markers teach and are judged by their results. Are we to imagine that all markers can put the questions out of their minds in the days leading up to the exam? Why aren’t the papers, like GCSEs, kept secure until the exam day? Until they are, a head changing answers afterwards is surely only equivalent to a marker “leaking” questions before an exam.
