is in urgent need of reform, health minister John Hutton has admitted.
He was responding to a survey by the Social Services Inspectorate which found that while 1,297 approved adopter had no children placed with them, 2,400 children were waiting to be placed.
The survey, which was carried out earlier this year, also found wide regional variations in performance by adoption services.
