Hillingdon Council in London has been criticised by the Local Government Ombudsman for being slow to find a place for a boy out of school. The 14-year-old’s mother was persuaded by his secondary school to remove him from the roll. She applied to other schools, but was unsuccessful. The ombudsman said he lost almost two-and-a-half terms of education.
