* Ed Davey, the architect of the Liberal Democrats’ controversial plans to replace council tax with a local income tax, has become its education spokesman.

Mr Davey, 39, a former management consultant, takes over from Phil Willis, who returns to the backbenches. The Kingston and Surbiton MP, who resembles comedian Harry Enfield, says he relies on his “Nanna” to remind him of the real issues of the day.
