I was amazed and angered to read in the summary of the education Bills (TES, December 12) that if a school is deemed to be failing, the Secretary of State will be able to appoint and pay as many emergency governors as he or she may think fit, writes Michael J Smith.

A better recipe for resentment and non-cooperation on the part of the existing volunteer governors it would be difficult to imagine.

Has it not occured to the Government that, if all governors were given the incentive of being paid, fewer school might be failing in the first place?
