Graham Donaldson has been appointed as depute to Douglas Osler at the Inspectorate.

Mr Osler was promoted from depute to senior chief inspector, a post he takes up officially in May following the retirement of Nisbet Gallacher. Mr Donaldson, aged 49, has been in charge of the northern division for the past five years. Like Mr Osler he is a former history teacher.

The new hierarchy provides for only one depute instead of the traditional two. The changes are made easier by the decision of Walter Beveridge, who has held the second depute’s post, to retire next month.

The number of posts in the top tier is reduced from 11 to 10. Ian Boyes, who has been responsible for the 5-14 programme, goes to the northern division and Kathy Fairweather assumes responsibility for 5-14, plus special needs.

Ms. Fairweather’s present work in teacher education and technology is handed to Martyn Roebuck, who retains responsibility for the research and intelligence unit and international relations.

John McDonald takes charge of the western division, where George Gordon recently retired. Mr McDonald’s role in post-school education inspection and reporting goes to Jim Donaldson, who had been seconded to the Scottish Higher Education Funding Council.
