A MASSIVE increase in the take-up of adult learning is expected as unions win the right to advise employees about their training.

Under the Employment Bill, which has passed the first reading stage in the House of Commons, learning representatives would have the right to paid time off to help workers identify and fulfil their training needs.

The Trades Union Congress says the effect will be to increase the number of representatives from 3,000 to 22,000 over the next ten years. An estimated half a million workers will take up learning.

“This will encourage more co-operation between the unions and management,” said Bert Clough of the TUC. The amount of paid time off will be up to the Government and the arbitration service ACAS to decide in consultation with unions and employers.
