A NEW scheme which allows users of child pornography to escape prosecution is being promoted by the Home Office as a model of good practice. Under “Caution Plus” offenders are cautioned, DNA-tested andplaced on the sex offenders’ register. The programme was developed by West Midlands Police and the local probation service. So far, none of the men completing the scheme has been rearrested.
