I am confused. My wife’s school was inspected by the Office for Standards in Education in 1996 and received a “very good” report. In November 2000, it was inspected again and was said to have “serious weaknesses”.

So, this school was deemed to hve gotten worse in the period 1996-2000. However, it got a bonus of pound;11,000 for excellent improvement between 1997 and 2000. So, it got worse and better. Can anyone explain this?
