Margaret Mulholland is the special educational needs and inclusion specialist at the Association of School and College Leaders and project director at Whole School SEND.
She previously spent seven years as director of development and research at a leading special school, and 13 years at the Institute of Education, where she led teacher training routes and school leadership programmes.
