The Executive is to add another pound;15 million to the pound;25.5 million already allocated to tackling youth crime. A 10-point action plan includes the introduction of specialist children’s hearings for under-16s and youth courts to deal more quickly with persistent young offenders. Figures show that fewer than 1 per cent of young people are classed as “persistent offenders”.
