it is the flow of charge, NOT the flow of electrons. Electrons are the medium in wires. Its important to state flow of charge so when the are older they don't make this mistake.

It is both. The electrons provide the charge as they are charged particles. It is the movement of electrons around the circuit that IS the movement of charge.
