Many SEND pupils are expected to “show progress” through written or measurable outcomes, even when they are working at a pre-key stage or are not yet ready for formal recording.

This one-page framework supports teachers and SENDCos to reframe what valid learning and progress actually look like, without lowering expectations or removing curriculum intent.

The Access Before Output Framework shifts the focus from recorded outcomes to observable pupil engagement, helping staff feel confident about what is appropriate, expected and defensible — including in Ofsted conversations.
