Pre-Key Stage 2 Standards – Reading
This document provides a nationally recognised assessment framework for pupils who are working below the standard of the Key Stage 2 reading curriculum. In Year 6, it is used as formal evidence to support the teacher’s professional judgement that a child is not yet working at the level required to access the statutory end-of-Key Stage 2 reading tests.

It is designed for pupils with significant learning needs or those who are developing early reading skills, ensuring their attainment and progress are appropriately recognised and reported.

The framework supports accurate assessment, planning, and statutory reporting for children working below age-related expectations in reading.
