Students need to plan an investigation on the existing quality of life of the elves across the North Pole to work out where should be regenerated.

This is based on a hypothetical scenario as follows:
Due to outsourcing of manufacturing to China, the North Pole and Santa’s Village has had a surge in unemployment of elves.
Santa has decided to regenerate a part of the North Pole in an attempt to encourage FDI to improve the quality of life of the elves.
However, Santa is unsure of where in the North Pole he should regenerate. He would like to choose an area that is most deprived and in need of regeneration.
Santa has had an Elf Town Planner produce several resources to provide information on the North Pole.
