The board (rectangle) is worth 1 and has divisions for tenths, hundredths and thousandths. Roll 2 dice (described in document) and see what you colour in eg 5 & 1/1000 = 0.005. If you run out of a size, break up a larger piece eg if you need hundredths, divide a tenth into 10 pieces to create hundredths. Keep a running total and see who can fill in the 1 (rectangle) the quickest.
You can also start at 1 and do subtraction after each roll.
I use 2cm wooden cubes to create the dice with fractions or you could use blank ones. The first page is a large version to use as a demo for students, page 2 has the boards for students.
Please note I believe this game originated in New Zealand and is not my idea but it is such a fabulous game for students of all abilities to play.
