In set 1 the cards follow an easier progression where they are all in the same tens group: 15, 13, 12, 14. In set 2 the cards are harder as there are multiple ten groups in a set of cards: 12, 39, 24, 47

There are sets in both black and white and color to suit your printing preference. I have included 6 different worksheets as well for further differentiation purposes:
