
MODULE 2: BUILDING THE EMOTIONAL SAFETY NET — PASTORAL CARE & PSHE
Pastoral care and PSHE play an important role in creating a safe, supportive school environment where students can develop the knowledge, confidence, and relationships needed to protect their well-being. This module explores how effective pastoral systems and PSHE provision can contribute to safeguarding and child protection by helping students understand safety, relationships, boundaries, emotional well-being, and how to seek help when they need it.
The resource examines how schools can use pastoral care and PSHE to create opportunities for early identification of concerns and to strengthen communication between students and trusted adults. It considers how regular pastoral support, wellbeing conversations, PSHE lessons, tutor programmes, and appropriate student support systems can help schools recognise changes in behaviour, emotional distress, social difficulties, or other indicators that may require further attention.
The module also explores the relationship between preventative education and formal safeguarding procedures. Students need safe opportunities to develop emotional literacy, understand healthy and unhealthy relationships, recognise inappropriate behaviour, establish personal boundaries, and know how and where to report concerns. Effective pastoral care and PSHE can therefore form an important part of a wider whole-school safeguarding culture, while concerns requiring formal intervention must still be managed through the school’s safeguarding policies and procedures.
