Students begin by exploring the meaning of Policy of Fulfilment and examining why Gustav Stresemann believed cooperation with the Allied powers offered Germany the best route to recovery.
They consider how Germany’s international position had changed by 1924 and why many Germans remained deeply divided over this approach.
The lesson then investigates Stresemann’s major foreign policy achievements, including the Locarno Treaties, the Kellogg–Briand Pact and the Treaty of Berlin. Students evaluate how far these agreements restored Germany’s international standing and strengthened the Weimar Republic.
Students also explore the more controversial aspects of Stresemann’s foreign policy, including Germany’s secret military cooperation with the Soviet Union and evidence of rearmament. They assess whether these actions reveal a hidden nationalist agenda or simply reflect pragmatic diplomacy in a difficult international climate.
The lesson concludes with A Level exam-style question practice in which students reach a balanced judgement on the success of Stresemann’s policy of fulfilment, supported by evidence from across the lesson.
